It is the key to solve "Information Island" and conduct the timely, accurate, smooth information transmission in case of emergencies. Emergency communication as a "daring vanguard" must be able to be quickly deployed and efficiently applied.
I. Sector Demand
Unforeseen disasters and emergencies often cause great losses of people's life and property due to slow response. How to timely and rapid response to emergencies such as natural calamities, disasters, public events, and social security incidents is a problem the government urgently needs to solve. To establish the communication support for emergency command to handle all kinds of sudden events is a very pressing task for public security department now.
In accordance with the requirement of handling emergencies and sudden events by the public security organ for the communication support, the Ministry of Public Security requests that the construction of emergency mobile command and communication system be accelerated so as to provide mobile, portable/vehicular communication platform that can integrate information collection, information processing, communication support and command and dispatch.
II. Solutions
ADS-3000 emergency command and integrated communication system is a combination of three subsystems: PDT digital trunking/convention, video transmission and monitoring display and integrated communication and dispatch.
The System can provide on-site wireless signal coverage of mobile and flexible PDT trunking /conventional, connect fixed trunking network and command center network through a variety of links, achieve cross-regional and cross-departmental voice and data communications, and to meet the needs of the field personnel for command communication.
The System can be connected to the trunking, convention, shortwave, mobile public network, satellite, cable, telephone and other communication network, can provide wired and wireless interconnection and internetworking of integrated dispatch communication, and can meet the needs of different departments and different police forces for cooperative engagement. It can receive, transmit, display images and video of on-site individuals, and forward images and video to the rear command center through a variety of links (fiber, 3 G, microwave, satellite and video).
The System is of high integration, small volume, light weight, and is easy to carry and suitable for vehicle loading or emergency communication support for sudden event scenes in the mountains, canyons and other environments unable to be accessed by communication vehicles.

The System is integrated with the application of digital trunking and voice dispatch, wireless video and image transmission, data transmission, query, etc. It can access wireless trunking, wireless convention, mobile public network, satellite, wire telephone and other communication network. And it can integrate resources to the greatest extent to provide a solid guarantee for emergency communications.
. Miniaturization, mobility, simple and easy to operate, to achieve rapid deployment
The System uses the industrialized design, with high integration and transportability. It can be installed in the supporting body such as vehicles (on the ground), helicopter/unmanned aerial vehicles (uav) (airborne), the airship (smooth flow-path), and can be quickly set up, deployed and networked.
. Flexible and convenient PDT digital base station, to ensure the on-site command and dispatch
The System has vehicle-mounted/portable small PDT wireless base stations, which can provide the coverage of 3-5 km trunking signal of four communication channels flexibly and quickly.
. Effective networking capability
The System can network the provincial/municiple public security command center and the management control center through a variety of link conditions (fiber, 3 G broadband, satellite broadband).

The System is practically applied in public security organs of Beijing and Ningxia, in Swat teams of Beijing and Xinjiang, in civil air defense vehicle-mounted emergency command and communication systems of Haikou and Jiangxi, and in other projects.
