I. Sector Demand

　　Prison is an important part of the state apparatus, and the prison law enforcement is directly related to social stability and national security. With the implementation of the strategy - “Intensify Police by Technology, Ensure Prison Safe” in all prisons of the country, the Party Central Committee and the State Council request that the prisons nationwide guarantee the prison safety and stability as the first responsibility so as to ensure the social security. The wireless emergency command and communication system is an important part of prison informatization system, only through strengthening the construction of which, can the police service efficiency be improved.

　　As an important means of prison management, the wireless communication system used by most of the domestic prisons is still the analog conventional relay station and virtual public communication with the help of the public system, which can only fulfill the basic function of daily voice communication. Furthermore, as shutdown and elimination of the analog equipment and the development of digital communication technology and products, added by the current problem for the system upgrading, the wireless communication system will in no way fully meet the needs for emergency communication support under the new situation.

　　ADT–6000 is a new generation of the entire network IP soft switch PDT digital trunking communication system independently researched and developed by AECTEC. The system is developed in the advanced design concept, combined with nearly 20 years of experience in the technology, the accumulation of products, and the support for emergency command and communication in the field of professional mobile communication, fully absorbing advantages of existing analog and digital trunking system and taking the latest development of mobile communication at home and abroad for reference. 　　According to the prison’s administration mode and hierarchical command mode, two-level PDT switch configuration is built with Provincial Bureau of Prisons as the center, and three-level network management structure is formed through hierarchical management and permission settings. And through the combination of centralized management and decentralized management, not only entire network unified management, unified monitoring and unified dispatch can be achieved, but also localized hierarchical management, monitoring and dispatch by region can be done so as to facilitate unified and classified management, maintenance, dispatch and command.

　　ADT-6000 system provides functions as multi-level communication, command and dispatch and can plan correspondence of more group numbers to all police officers in the prison and in different prison areas to enables more prisons both to communicate independently without interfering each other; and to coordinate control in an emergency; and also can enable heads of the bureau of prisons and the prisons to make direct individual or group calls in times of emergency to support unified command and dispatch in different occasions.

　　ADT-6000 system also provides the prison action with alarm model as the core alarm to coordinate with PDT intercom alarm button. It provides basic-level policemen on duty with practical platform and provides prison management with policing platform for supervision command and decision analysis through the application of professional dispatch software.

　　ADT-6000 system provides the ability of control, switch, system and user management of central base station configuration, and provides the networking among 6 and below base stations in case of systematic fault of the switch management center, forming a unique multilevel redundant backup to achieve the networking communication in core areas in a state of emergency.

　　. Digital /analog connectivity and unified command

　　ADT-6000 system provides the digital/analog interconnection gateway, connects the original analog relay system or trunking system to the air-defense PDT system, and performs unified command and dispatch so as to facilitate civil air defense construction of the PDT system in stages across the country, implement the gradual transition of analog system to digital system and protect the user’s original investment.
